Present: Kate Hackett (Tompkins County Planning), Jose Lozano (City of Ithaca), Jerry Codner (IO/EPPOC), Tom Pearson (NYSDEC Region 8), Karin Harjes (Tompkins County CCE), Sharon Anderson (Tompkins County CCE), George Kennedy (Town of Ulysses/IO), Jim Malyj (Seneca County SWCD), John Terrinko (CLWN), Liz Moran (EcoLogic), John Roebig (EcoLogic), Linda Wagenet (Cornell Center for the Environment), David Zorn (G/FLRPC)

1. Additions to the Agenda - Seneca-Cayuga Canal Letter. Jose Lozano distributed a draft letter from the Technical Committee to the IO concerning the inclusion of the Seneca-Cayuga Canal watershed into the Cayuga Lake Watershed Management Plan project. Jose indicated that the current letter was drafted after several drafts were revised via email with Technical Committee members. David Zorn indicated that if there were any other comments please send them to him by January 22, 2001. He would include them and get a final version of the letter to the January 24, 2001 IO Meeting (UPDATE: revised letter enclosed).

2. Cayuga Lake Watershed Restoration and Protection Plan (WRPP) Initial Draft Strategies. David Zorn circulated the index page to the draft WRPP initial draft strategies and a revised draft WRPP framework. He indicated that draft strategies are now available for review and input at www.gflrpc.org/cayindex.htm. The Committee agreed to stick to a thirty day review period for each section or chapter. David Zorn pointed out the importance of getting all Committee input prior to public input on the final draft.

3. Public Forums - Sharon Anderson and Jerry Codner discussed and alteration to the agenda for the February Public Forums. Instead of focusing on the draft strategies the presentation and the breakout groups would focus on the "bigger picture" and therefore attempt to educate and involve the public prior to the review of the draft WRPP. With that in mind the EPPOC drafted an overview of the process which is available for viewing and comment at http://www.cayugawatershed.org/strategy/index.html.


4. Other Business - Management Plan Modeling Needs - Mark Johnson gave a brief overview of the work that he is doing on assessing management plan modeling needs and asked that interested Technical Committee members attend a focus group on the issue prior to the next Technical Committee Meeting (overview enclosed with agenda of next meeting)

5. Next Meeting - February 28, 2001, 2:00 - 4:00 pm at the Tompkins County Cornell Cooperative Extension. Modeling Needs Focus Group will be 1:00 - 2:00 pm. Additionally there will be an IO Meeting that night 7:00 - 9:00 pm at the Tompkins County Cornell Cooperative Extension.
